Pour boiling water over noodles in large bowl.
Cover and let stand.
Heat 1 T of the oil in nonstick skillet over medium-high heat.
Add steak to skillet; brown on all sides.
Add garlic and ginger; cook 1 minute.
Remove meat from skillet.
Add remaining oil to skillet.
Add green beans, carrot and green onion; stir-fry 3 minutes.
Whisk together cold water, soy sauce, sesame oil, pepper flakes, bouillon cubes, and cornstarch in small bowl until smooth.
Stir into skillet.
Cook, stirring, until mixture thickens and boils.
Lower heat; cover and simmer 1-2 minutes or until vegetables are tender-crisp.
Drain noodles.
Add to skillet with reserved meat.
Stir well to blend ingredients.
Heat to serve.
